Technical Manager/Director, Strategic Management and Performance Improvement

The Technical Manager/Director will work within MSI’s Strategic Management and Performance Improvement (SMPI) practice area, which encompasses the company’s monitoring and evaluation work. S/he will collaborate with the team’s Technical Directors, Managers, and Associates. S/he will liaise between MSI’s SMPI Practice Area and Operations Division, Business Development Unit (BDU), and other practice areas.
· Conduct specific technical assignments related to M&E based on individual sub-specialties within the field. Examples might include:
Leading or serving on evaluation teams
Designing evaluation scopes of work
Facilitating PMP development sessions for USAID Mission staff
Designing and delivering training on M&E topics to USAID staff or implementing partners
Conducting data quality assessments
Designing survey questionnaires and sampling strategies
Training data collectors and supervising data collection in developing countries
Preparing M&E plans for USAID activities implemented by MSI and supervising collection of data for them.
Writing analytic reports based on M&E data and findings.
Serve as a technical manager/director and provide technical support to SMPI’s portfolio of USAID M&E projects. Tasks may include:
Reviewing scopes of work for assignments
Supervising recruitment of short term consultants
Reviewing draft deliverables and providing quality control
Troubleshooting challenges encountered during field work
Lead planning and proposal writing efforts for specific new business development opportunities for the SMPI Practice Area and liaise with BDU to staff proposal teams and produce technically sound and compliant proposals. Contribute to the design, writing, and review of bids as necessary.
Aid in recruiting long term and short term staff for inclusion on SMPI proposals.
Develop partnering and subcontracting strategies for bids; conduct outreach to potential partner organizations and make recommendations for parameters of partnering agreements.
Conduct reconnaissance trips for strategic opportunities and meet with funding agencies, government officials, and potential partner organizations and staff.
Master's degree in international development, a social science or other M&E related field.
At least 8 years' experience in M&E of international donor projects.
Experience across several sub-specialties within M&E desired, including working directly on USAID evaluation teams, supporting USAID Missions with PMPs, providing technical assistance to USAID implementing partners to develop M&E plans, designing Collaborating, Learning And Adapting (CLA) approaches, developing and/or conducting M&E training, developing surveys and other data collection instruments, supervising data collection in developing countries, analyzing data and writing up M&E reports.
Strong familiarity with USAID M&E guidelines, ADS 201 and the USAID Program Cycle required.
Experience with emerging M&E practices such as Collaborating, Learning, And Adapting (CLA), complexity aware monitoring, outcome harvesting, most significant change and other emerging methods preferred.
Ability to develop and maintain relationships with key organizations, working groups, and professionals in the international development M&E sector.
Successful experience in writing proposals for new projects desired, particularly for USAID.
Strong writing, editing, and data analysis skills required.
Team player with orientation towards both the home office and field programs.
Some travel to developing countries required; strong preference for candidates able to travel for extended periods (6-8 weeks) and/or willing to travel to security-challenged locations, (e.g. Kabul, Baghdad).
Preference for candidates able to work professionally in one or more of the following languages: French, Spanish or Portuguese.
