SFCG is looking for a qualified evaluator to conduct the final evaluation of its Liberia project entitled "Strengthening the Capacity of Civil Society to Contribute to Sustainable Governance in Liberia".
Search Liberia began implementing the project entitled Strengthening the Capacity of Civil Society to Contribute to Sustainable Governance in Liberia in November 2012 with funding from the Swedish International Development Cooperation Agency (Sida) through the Embassy of Sweden in Liberia. The overall objective of the project is to “strengthen the capacity of civil society organizations in Liberia to contribute to a sustained democratic culture, the protection of human rights, and the inclusion of citizens in decision-making”. The project aims to accomplish this through an integrated three-pronged approach designed to improve the technical, institutional, and financial management of partner organizations; reinforce civil society networks; and establish a platform for constructive dialogue with government institutions.
As the “Strengthening the Capacity of Civil Society to Contribute to Sustainable Governance” project is concluding, there will be a final evaluation carried out by an external consultant. The scope of the evaluation includes evaluating the effectiveness, relevance, and sustainability and the results achieved by the project, and the various factors that either contributed or hindered the program. Key indicators (ref. table 1) are to be collected and presented. The evaluation report shall provide recommendations as well as documentation of key lessons learnt for the use of Search and other key stakeholders, including the CSO partners of the project. The intended primary users of the evaluation findings are Search, implementing partners and Sida. Secondary users include other organizational partners seeking to replicate similar interventions, peace actors in Liberia, as well as the Government of Liberia. In keeping with Search policy, the final report of the evaluation will be shared publicly on the Search website.

1. Technical offer detailing the precise combination of methodology, timeframe and size of the evaluation team proposed (max seven pages);
2. Biography of the evaluator/ evaluation team demonstrating relevant experience/ expertise/ knowledge (max seven pages);
3. Financial offer (Excel) detailing all costs, including travel and time costs plus all field expenses and expenses associated with production of the deliverables;
4. References of two former clients who could verify the quality of the Consultant’s work and 2 samples of previous evaluation reports conducted as lead evaluator.
