Terms of Reference for Consultant

 (Monitoring and Evaluating Empowerment and Working with Marginalised Youth)


International Debate Education Association in Central Asia (IDEA CA) is seeking a consultant specialising in measuring empowerment and engaging new beneficiary groups, with a particular emphasis on marginalised youth. While the ideal candidate will be able to operate in both specialities, we are open to applications that are only for one speciality.


IDEA CA is the leading regional provider of debate education and has been actively working with youth since 2014. The organization strives to empower and engage youth in decision-making processes. IDEA contributes to the development of critical thinking, public speaking, and analytical skills, as well as establishes public platforms to promote youth’s voice. 

Over the last two years, IDEA CA has grown from a competitive debate initiative to a regional youth-led for youth organisation with a focus on mobilising marginalised youth groups. As part of our organisational development, and with the assistance of PeaceNexus Foundation we have identified the need to improve our staff’s understanding of the dynamics of youth marginalisation, as well as develop indicators to measure the social impact of IDEA’s activities. 

IDEA CA is looking for an experienced consultant with a good understanding of the local context and who is able to expertly support IDEA CA to build its capacity in the areas of youth work and monitoring and evaluation (M&E). These responsibilities are divided into two work strands: measuring empowerment (strand 1) and engaging new beneficiary groups, with an emphasis on marginalised youth (strand 2). Candidates are able to apply for both or one of these work strands, but the ideal candidate will cover both. Consultants that have previously worked together may apply as a pair to deliver on both strands in an integrated manner. It is expected that the work will overall take 30 days.

Duties and Responsibilities

Working closely with the IDEA CA team, the consultant shall:

  •  Provide support in better capturing impact with qualitative approaches and tools;
  •  Provide support in engaging new beneficiary groups such as marginalized youth.

Candidates are able to apply for one or both work strands: 1) measuring empowerment; and 2) engaging new beneficiary groups, with an emphasis on marginalised youth. The overall assignment is expected to take about 30 days, with equal importance given to both work strands.

The consultant shall conduct the following tasks:

Work strand 1:

  •   Develop an overall work plan;
  •  Assess the current monitoring and evaluation methods and approaches used by IDEA;
  • Develop in consultation with IDEA staff tools and processes that are adapted to the organisation’s work and mission, with a particular focus on qualitative approaches;
  • Train IDEA’s staff in the use of these tools, integrating monitoring, evaluation and learning throughout the programmatic cycle.

 Work strand 2

  • Develop an overall work plan.
  • Map out the different groups IDEA is currently working with or plans to work with, to help IDEA gain a more comprehensive understanding of their different constituencies, particularly marginalised youth;
  • Assess IDEA’s current methods and approaches in engaging their different constituencies in light of their mission;
  • Develop in consultation with IDEA staff methods and approaches to adapting their engagement of different youth groups, including marginalised youth,;
  • Train IDEA’s staff in these methods and approaches, providing follow-on support and coaching.

Qualifications and Competencies


Postgraduate degree (master’s or PhD) in a relevant field (e.g. psychology, sociology, political science, development).

Work Experience

Required for Work Strand 1:

  • Proven track record as an M&E consultant, including evidence of experience of developing and submitting analytical and narrative reports;
  • Experience in organisational development processes;
  • Strong facilitation skills
  • Mentoring experience;
  • Proficiency in Kyrgyz or Russian 

Required for Work Strand 2:

  • Proven track record in engaging with marginalised populations, especially youth, evidenced through concrete examples of previous assignments;
  • Experience in organisational development processes;
  •  Strong facilitation skills;
  • Mentoring experience;
  •  Proficiency in Kyrgyz or Russian.


  • Experience in peacebuilding and strong contextual knowledge;
  • If applying for only one work strand, experience in the other work strand;
  •  Knowledge of English.


  • Overall work plan;
  • Report on marginalisation questions, including a profile of marginalised youth;
  • Report on the social impact of IDEA CA’s current programmes;
  • Report on new M&E tools and approaches;
  • Final consultancy report (to be submitted within working days of the end of the consultancy).

Payments will be made in two tranches:

1.     40% of the consultancy fee will be delivered within 10 working days of the approval of the working plan by IDEA CA’s executive director;

2.     60% of the consultancy fee will be delivered within 10 working days of the approval of the final consultancy report by IDEA CA’s executive director.
