General description of the position

IPTI is a knowledge center at the Graduate Institute dedicated to evidence-based research and its transfer to policy and practice.

 The objective of the initiative is to support sustainable peace and transition processes by providing expertise and information on inclusion and participation in political processes. This expertise is drawn from a collection of research projects that have been conducted for nearly a decade at the Graduate Institute in Geneva under the lead of Dr. Thania Paffenholz. These research results have created a high demand among policy makers and practitioners and have already been applied in many current peace processes. IPTI’s target audience includes international organizations, governments, non-governmental organizations, and conflict parties. IPTI supports policy and practice by collaborating with strategic and operational partners engaged in mediation, peace building, human rights, women’s and gender issues, development, and humanitarian action.

The initiative’s main activity lines are: research, advisory support, training, events, and publishing.The initiative currently has a growing core team of 13 staff based in Geneva.

Are you interested in supporting local organizations working in conflict settings to find ways to play an effective role in ending and transforming the violence – based on learning from research and evidence? We are looking for a highly motivated and committed Monitoring & Evaluation Officer to work toward strengthening civil society’s role in peacebuilding.

Mission and activities
The M&E Officer will manage IPT’'s internal monitoring and evaluation (M&E) system and support reporting as well as act as IPTI’s resource person on M&E with its partners on commissioned projects. The M&E Officer will support such partners to help integrate the use of research into their planning and monitoring work on peace and transition processes. The M&E Officer is expected to spend half of his/her time on IPTI’s internal monitoring and reporting and the other half on conceptualizing and advising on M&E for IPTI’s partners. She/he reports to the Deputy Director.

In particular, the M&E Officer is expected to take charge of the following tasks:

Within IPTI:

  • Further operationalize and develop IPTI’s M&E system;
  • Manage the collection of data for M&E, learning and reporting purposes, including providing support for conducting baseline studies in cooperation with the research team;
  • Advise IPTI staff on outcomes of data collection and ensure quality control;
  • Design and operate feedback tools for IPTI’s training activities;
  • Establish routines for and operate staff debriefings for evaluation purposes and institutional learning;
  • Draft regular reports for donors and support grant-writing in line with different formats and procedures;
  • Support IPTI’s public relations and external communications processes in articulating outcomes and impacts;
  • Contribute to in-house knowledge management adaptive practice and learning, through data base management and the documentation and follow-up of staff learning events.

As the resource person for IPTI’s partners and commissioned projects:

  • Provide operational support to peacebuilding projects of partner organizations (especially civil society organizations) on how to get useful feedback and to monitor how ideas from research and training inform and change practice - in collaboration with IPTI’s peace process support team.
  • Contribute M&E expertise to the development of guidelines, educational and policy-relevant materials with civil society partner organizations, informed by IPTI’s research findings, in collaboration with the Research Team.

Candidate's profile

We are looking for a candidate with a minimum of 5 years of work experience in a relevant position (planning of M&E of operational programmes facilitating learning, adaptation and change processes, quality control) and relevant institution (international government and non-government institution, consultancies, think-tanks) and with proficiency in operational peacebuilding, including field experience.

The candidate will enjoy a dynamic work environment in International Geneva. He or she ideally fulfills the following requirements:

  • Graduated at MA-level in a social sciences, political sciences or humanities degree;
  • Professional experience in developing and implementing M&E and learning systems in a peacebuilding or development organization or comparable; ideally, work experience with operational peacebuilding projects in the field;
  • A record of thinking innovatively and strategically in outcome and impact assessment;
  • Excellent organizational skills and knowledge of M&E concepts, methods and tools, including participatory methods;
  • Strong interest and ability to translate research expertise into practice;
  • Experience in leading group work and facilitated learning;
  • Experience working with partner organizations;
  • Understanding of and experience in donor reporting essential;
  • Well-versed in standard office software, particularly Microsoft; additional knowledge of M&E software considered an asset;
  • Flexibility, commitment, ability to work independently and manage own deadlines;
  • Willingness to work in an international and dynamic team and fast-paced environment;
  • Excellent interpersonal skills and excellent command of written and spoken English language; either French, Spanish or Arabic would be considered a strong asset.
  • Candidates must have a valid Swiss work permit or EU / Swiss nationality
