Background

 

 

 

ARK Group DMCC is a development and stabilisation consultancy delivering policy-relevant, research-informed and evidence-based programming in areas of instability and conflict on behalf of governmental clients. ARK is working throughout the MENA region.  The ARK Group Design, Monitoring and Evaluation (DME) Lead will support effective, results-oriented delivery by overseeing project monitoring and evaluation activities, managing DME personnel, facilitating sound programme design and developing evaluation frameworks, and ensuring the collection of field data using qualitative and quantitative methodologies in order to assess project and programme outcomes and impact.

 

The DME Lead reports to ARK’s MENA Operational Director and provides strategic insight into the Group’s programming portfolio, as well as management support to the DME team.

 

 

 

Responsibilities

 

 

 

·        Support programme and project design through facilitation of design sessions and quality assurance checks.

 

·        Design M&E frameworks for existing and prospective projects, design related M&E plans and identify indicators and data collection strategies.

 

·        Design and ensure quality delivery of data collection, storage, and analysis procedures. Create data collection tools and conduct interviews, commission web-based and field research to identify and report on project delivery, results, and impact, both quarterly and on an ad-hoc basis. Procure third party research and translation services, as needed.

 

·        Ensure that projects are provided with ongoing evidence-based input into project effectiveness and work with project and programme managers to improve outputs and outcomes, and ensure timely delivery of credible and useful results reporting for internal and external audiences.

 

·        Lead on continuously updating ARK Group's M&E approach and methodologies, including keeping up to date with latest innovations or developments in the M&E field. Facilitate structured reflection activities and organisational learning throughout the programme cycle.

 

·        In collaboration with HR, ensure all ARK Group programmatic, research and DME staff are trained and knowledgeable of ARK Group's M&E approach and methodology.

 

·        Manage DME personnel: manage their weekly work flow, identify areas for professional growth and facilitate their participation, identify project M&E needs and ensure that the team is effectively supporting programmatic delivery and organisational learning.

 

Qualifications

 

 

 

·        Minimum of eight years of project management and monitoring and evaluation experience, including experience crafting M&E frameworks and strategies.

 

·        Advanced degree in relevant field (Monitoring & Evaluation, Development Studies, Conflict or Peacebuilding Studies, or equivalent).

 

·        Strong commitment to values of data-based decision making, transparency, accountability, methodological rigour and programme learning.

 

·        Experience of project and programme design, especially in conflict settings, is strongly preferred.

 

·        Ability to lead a team to deliver under pressure without compromising on rigour, quality or core M&E values.

 

·        Positively collaborate with programme or project managers with limited time and knowledge of M&E principles.

 

·        Experience writing reports and presenting findings to governmental donors.
